Setting File and Folder Permissions during install

Hi,
I installed the generator to my Windows 2003 server in my web site folder.and I am still getting a 403 error (permissions error) when I try to hit the generator via the web.  I set the permissions as you stated them in the instructions.

data folder (read, write, execute)
xml & php files (read/write)

Any additional thoughts?
