Wordpress page not found

I installed it twice and i'm still getting this error

[external links are visible to admins only]

i also created that htaccess file with the text line inside still get this error

Hello,

please try to create a file name ".htaccess" in generator/ folder with one line:
RewriteEngine off

i tried that already stated that in the original post still get that error
