HTML sitemap is not created

The sitemap.xml file is generated properly, but not the sitemap.html.  I don't see any errors.  I am running the standalone product 2.5.2.  I have seen other postings with this problem, but I haven't seen a solution to my issue.  How should I proceed?

I should clarify that I have already created 3 (recommended number based on the number of links to index) HTML files with the appropriate permissions.  The files are already there, but no content is added to them (all have 0 size).

It looks like it quits before writing the HTML sitemap?
