In case I want to exclude URL : 

[ External links are visible to forum administrators only ]
[ External links are visible to forum administrators only ] (s)

I have to enter in "Exclude URLs:"  all of each urls or just ..
[ External links are visible to forum administrators only ]
or
[ External links are visible to forum administrators only ]*

is enough.

Also to delete URLs in Google WebMaster Tools for whatever [ External links are visible to forum administrators only ] they are indexed, Can I enter

[ External links are visible to forum administrators only ] or [ External links are visible to forum administrators only ]*

or I have to enter all [ External links are visible to forum administrators only ] (s) urls.

Hello,

you can add "jp/" (whtout domain) in Exclude URLs to remove all URLs that include "jp/" substring.

Please help me to pass this hard time. Duplicate contents from failed translation plug-in existed for more than 4000 pages that I have to delete from google indexing urgently.

In this case I'd recommend to block it with robots.txt:

User-agent: *
Disallow: /jp/
