I have created [external links are visible to admins only]

But still google sitemap don't varified file, i think its Uni Code problem.

How to put utf -8 code in the sitemap.txt or how to convert sitemap with UTF -8 Code?

Please send me valuable suggetion.

text formatted sitemap is used to submit to Yahoo! only.
For Google submission please get the sitemap.xml file.
