why is there an HTACCESS file?

Why is there an htaccess file in the data folder? Is that supposed to be uploaded to the public file?  If so, does it supersede another htaccess file on the web server?

Hello,

data/ folder contians generator logs and .htaccess file blocks direct access to data/ folder.
