config file keeps changing

Every time I set the config file like I want it and then run a crawl the site it would change the settings in my config file by replacing the forward slash at the end of the URL with a period and inserting a period in the URL to the sitemap. It also changed some of the directory slashes from a double reverse to a forward.

This is on a windows box so I suppose it doesn't like that. I edited the config file manually and then set it to read only. After that I can run crawls just fine.

you should allow write permissions for config.inc.php file to save the settings (you should do the same for data/ folder and sitemap.xml file in domain root, as described in installation instructions). For the windows box this is usually done via hosting control panel.
