if you do not have ftp/file manager access to your host and cannot upload xml sitemap, you can submit your blogspot RSS feed to Google instead as a workaround.

That was my concern on my last blog but what I did is I don't upload it anywhere, instead, I just keep it in my root directory of the site and Google will come and get it. Or maybe, it is far easier to add a meta tag on blogger. Just go to your webmaster page and choose the meta tag option for site verification. Then copy-paste that code into the HTML of your blog.
