Diacritic signs - UTF-8 coding

One more question, where should I change the coding to get the sitemap with correct letters? (with diacritic signs on it)

I didnt find it anywhere in configuration and the other PHP files are not editable.

XML sitemap is always stored in UTF8 character set with all links "urlencoded".
