Not generating sitemap for PHP site

I am having issues as I can create without issue sitemaps of html type sites but we are converting our sites to php and they are not being recognized with only one page being created, (index.html).

What am I missing?

I did use the online one and it found over 500 pages but the one installed keeps stalling at index.html
