URLs with non-latin characters are not indexed

hi,
i've just installed the Standalone XML Sitemap Generator, and tried to genarte a sitemap.
The problem is that many of my site's urls are based on hebrew character, these links are not parsed by the generator and therefore marked as broken links.
at first i thought i should change the web page encoding from unicode to regular iso, but it didn't solve the problem.
pls help me..asap
