Script generating only 1 page in XML sitemap

I see that this problem has appeared on the forum before where when we run the script from /generator - it outputs only one page (home page) to the sitemap.xml file. In one case the person made an adjustment to the php.ini file and it seemed to work for them. We tried this but didn't work

In other cases, the administrator had the individual send over the login information for our tool. Can anyone help with any other possible fixes for this?
