The problem with encoding

I use Sitemap Generator v3.0.
My site encoded win1251
As I understand it, ror.xml formed in the UTF-8.
As a result, I get a file with a broken encoding, ie My win1251 there trying to turn into a UTF-8, that I do not like. Is it possible to do so, to be configured output encoding file ror.xml or how it will automatically change the encoding of the output file on the right.
I have attached a sample file, which gives Sitemap generator for my site.

ror sitemap is encoded in UTF8 according to ror protocol: [ External links are visible to logged in users only ]

I do not mind that he will be encoded in UTF-8. Just seems kind of automatic conversion is required, because if the site is not in UTF-8, we get garbage in the file instead of text.
