problems running in windows enviroment

I have an issue running the application on a windows IIS server with PHP 5.3.2 (not sure if i need to run the PHP server portion btw) 
Tried installing the application to the \inetpub\website_name, gave the created folder /generator/data read/write/execute rights to everyone and ror.xml sitemap.xml in the root of the site got read/write to everyone, i can browse out to the folder just fine through the website but still unable to launch the software to create a sitemap. re -read the instructions mulitple times and still got nothing, i guess some help would be appreciated with instructions for IIS install to get this up and running.
