Errro when trying to run for 1st time

Very newb Q. I am trying to run for the 1st time and get this error. Any idea what i need to do to get it working?

make sure that generator/ folder permissions are 0755 and generator/index.php has permissions 0644.

I have checked and the generator folder has 755 and the index.php inside the generator folder has 644 but it still comes up with this error when i try to run:
