Has anyone tried the 'Quick hits - visitor service?'

 I see this site is advertising a service called 'quick hits'. Apparently it guarantees 1,000 targeted visitors within 30 days for $9.99.

Has anyone used this service/have any information on how the visitors are generated/how successful it is?
