Sitemap only adding 33 links (1 level deep)

Hi All, I have a strange problem that I have never come across before.

On our website [ External links are visible to forum administrators only ], we bought the standalone xml-sitemaps generator and when running it, without fail, only 33 links are added to the sitemap. It scans the entire site, thousands of links no problem but for some reason skips all the rest and only adds the top 33 to the sitemap.

We are seeing the same thing in google webmaster tools and google analytics. The spiders for some reason only crawl the top 33 pages and skip over all the rest.

Has anyone here experienced this problem before and is there any logical solution?? Any help would be much appreciated.
