New installation HELP!

Hi,

I have downloaded the zip file, extracted to my desktop, followed the PDF Installation instructions completely and double-checked everything via FTP and in my CPanel .... however .... when entering the url to access the generator, I am getting a "Page not found" error.

Looking in the CPanel Error Logs, the only error for today is a warning in the Main Error Log -
[Wed Dec 15 04:39:44 2010] [warn] RewriteCond: NoCase option for non-regex pattern '-f' is not supported and will be ignored.

I don't think this is the problem.  When I look at the content of the PHP files, they all seem to be encrypted, unlike other PHP files.  Is this the problem?  Am I missing something?
