UTF8 charset Setting Question Please

Can someone give a detailed description about this option in the settings for me?

I am in the process of updating to 5.0 on all my sites and have found that enabling this on my newer sites (which I set pages to UTF8) the sitemap generates all the pages fine.  However, on older sites which I have not updated in a while (different charset) it will not parse the site at all unless I disable the option.

I guess what I am asking is if there is any benefit with this option?  Will it work properly on actual UTF8 sites if I DON'T enable the option in the settings?

Do I enable or disable for sites that actually have a UTF8 charset?  What is the benefit?

you need to enable that setting *only* if you your website used utf-8 charset.

Next question, why are my ror.xml files blank when I view them?  The pages are indeed in the file, however, it appears there are no title, descriptions, etc.  The green arrow will link to each page, but there is no text.
