ROR sitemap error in IE

"XML document must have a top level element."

This is the error (above) that I am seeing in my browser (IE 6.0) when trying to view the ror.xml? Upon looking at the XML I see channel node as being the top element so I am not sure why Internet Explorer is complaining.
Is this a bug?
