When I run thw Crawl, I click the RUN button, the page changes brieflyike two seconds and comes right back to the same page ?

A note:  I checked off the receiept of replies function in the User Interface and never got an email saying you had replied.

By the way, I cant change permissions  on anything uploaded of this script. I'm beginning to wonder if this is a Windows hosting (its a client on  GoDaddy hosting)

yes, looks like your server is based on Windows/IIS hosting, so you should use hosting control panel to define file access permissions.
