Program won't start - it wants to download a file

Hi,
Directions were easy to follow so install the software was not a problem. The problem came when I went to start the program from the command line [ External links are visible to forum administrators only ]. It offered me a download box instead of opening the program. I have changed all the permission setting. On the permission setting for the directory I was offered to choose just for the directory or for all the files in the directory. I chose the directory and the files the second time. The first time I just set if for the directory. However, neither way made a difference. The download box still came up. Any help will be appreciated.
