I could see only 647 links on my sitemap.xml for last 2 months

I could see only 647 links on my sitemap.xml for last 2 months, why it is not moveing, it has crawled more then 5000 page and my webmaster tool shows indexed 4000 pages but why my sitemap shows only 647 url.
