404 page with an incomplete url example: index. index.?op=crawl; in all pages

I follow step by step gave all folder permission but when i click to save i get a [ External links are visible to forum administrators only ]. the same problem happen in all the pages [ External links are visible to forum administrators only ]; [ External links are visible to forum administrators only ] and I could not find the solution in your forum also there are several people having the same problem

I'm getting exactly the same :

a 404 with the system looking for "index." instead of  "index.php" ....
