sitemap.html and urllist.txt work, but sitemap.xml is empty

the /data dir has permission 777. I tried removing the sitemap.xml from the /data dir and a new one is made after crawling but it's empty.

Logs are being written too.

So everything seems to work except for the one thing I need; a sitemap.xml.
