Pages indexed don't match # of pages in xml

The number of pages indexed and added to the html sitemap are the same, but the xml sitemap is less. In the configuration, the setting is "40000 URLs per file" for both html and xml.

Pages indexed is 1291, but the xml only has 1256.

Same issue with version 7.1 and 7.2 of Sitemap.
