Google Indexed URLs in Sitemap

In Google Webmaster Central, in the Sitemap Details section, there is a number for Indexed URLs in Sitemap.

Currently one sitemap shows 78,000 urls submitted and 21,000 indexed.

Is there any way to engineer a sitemap so that more pages will be indexed by Google?

Hello,

it is up to Google only to decide how fast to index the pages, sitemap only helps with that.
