2. Will it work on any host that allows PHP? Even if your pages aren't in PHP?

1. you can setup a scheduled task (cron job) in your hosting control panel to regenerate sitemap automatically (daily/weekly or so)

2. Yes, it will crawl the site when it's NOT PHP-based. PHP support is only required to run sitemap generator itself.

3. It's allowed to use the same license on multiple sites as long as you own those sites (i.e. you cannot generate sitemaps for 3rd party website or provide this as a service to others). Details are here: https://www.xml-sitemaps.com/license.html
