XML document must have a top level element - HELP

Hi I use the xml-sitemap gernerator to generate a sitemap for our website www.bccdc.ca. The url for the xml file is 'http://xmlsitemap.phsa.ca/sitemap.xml' and I use an ISAPI redirect to point www.bccdc.ca/sitemap.xml to it. When I configure Google webmasterTools it reaches the xml file but generates the error below. Any idea why? Thx ... c

XML document must have a top level element. Error processing resource 'http://xmlsitemap.phsa.ca/sitemap.xml'.

Hello,

you should move sitemap.xml file to www.bccdc.ca domain and submit it to Google as http://www.bccdc.ca/sitemap.xml
