Timestamp wrong on change log

The time stamp in the change log is recording the time as 4 hours forward of the actual server time

This is from the change log:    2010-08-19 02:00 but the actual time and the time on the file is 2010-08-08 22:00
A difference of 4 hours.

UTC is used as defal;t timezone, unless it's specified in PHP configuration (date_default_timezone_set setting)

I don't see date_default_timezone_set setting listed in the default.conf

How do I change it to use the server time?

It's defined in PHP configuration, not in configuration of sitemap generator.
