Downloading and Uploading

Hi
I am a total NEWBIE.
Q.  I am using Frontpage 2003 and want to add a site map.
The Sitemap Generator instructions are:
Download the sitemap file here and upload it into the domain root folder of your site ([ External links are visible to forum administrators only ]

Can someone please give me specific help-- I have downloaded it into a folder called Downloads.
How do I upload it into Frontpage so it can be published?

that's the same process as if you add a new page to your site, basically.
