I m trying to use the Unlimited PHP Sitemap Gerenator in my localhost. But I want to create a sitemap from other site. Can I using this tool to gerenate sitemap from other site? I m asking this because I need to create a sitemap of a site which dont run php.

yes, this is possible. Please note though that generator license doesn't allow to created sitemaps for sites that you don't own or provide it as a service for others: https://www.xml-sitemaps.com/license.html

I asked this, because I cant doing run the application on my localhost, then I contracted your installation service to put this tool in my company website.

Talking this, how many time do you need to installing the tool in my website?

This is allowed only if you *own* those sites, i.e. if you developed a site for someone else, a separate license is needed.
